Do you have any advice for people who want to minimize the cost of full coverage car insurance?

Some automobile coverages are required under state law. Also, if your vehicle is financed, the lienholder may require you to continue carrying Collision and Comprehensive Coverages on your automobile. If your vehicle is not financed, but owned by you, you may consider dropping those coverages from your current insurance lineup. I would discuss doing so with your agent before you make any decisions in this regard, however, so you understand the risks.

What is the best way to find the best full coverage policy?

First, there is no such thing as “full coverage.” All insurance has limits on what is and is not covered, even automobile insurance. Speak with a licensed insurance agent to make an informed choice on what insurance coverage you need.

Would you say full coverage car insurance is a luxury or a necessity?

Again, there is no such thing as “full coverage car insurance.” Whether the coverage is a necessity or a luxury depends upon the obligations and the needs of the insured.
